{"id":3318,"date":"2026-03-04T09:33:22","date_gmt":"2026-03-04T09:33:22","guid":{"rendered":"https:\/\/finance.gov.ng\/?p=3318"},"modified":"2026-03-04T09:33:22","modified_gmt":"2026-03-04T09:33:22","slug":"the-minister-of-finance-signs-presumptive-tax-regulations-framework","status":"publish","type":"post","link":"https:\/\/finance.gov.ng\/ministry\/the-minister-of-finance-signs-presumptive-tax-regulations-framework\/","title":{"rendered":"The Minister of Finance Signs Presumptive Tax Regulations Framework"},"content":{"rendered":"<div id='gallery-1' class='gallery galleryid-3318 gallery-columns-1 gallery-size-large'><figure class='gallery-item'>\n\t\t\t<div class='gallery-icon landscape'>\n\t\t\t\t<a href='https:\/\/finance.gov.ng\/ministry\/the-minister-of-finance-signs-presumptive-tax-regulations-framework\/whatsapp-image-2026-03-04-at-107-25-am\/'><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"1024\" src=\"https:\/\/finance.gov.ng\/ministry\/wp-content\/uploads\/2026\/03\/WhatsApp-Image-2026-03-04-at-107.25-AM-1024x1024.jpeg?wsr\" class=\"attachment-large size-large\" alt=\"\" srcset=\"https:\/\/finance.gov.ng\/ministry\/wp-content\/uploads\/2026\/03\/WhatsApp-Image-2026-03-04-at-107.25-AM-1024x1024.jpeg 1024w, https:\/\/finance.gov.ng\/ministry\/wp-content\/uploads\/2026\/03\/WhatsApp-Image-2026-03-04-at-107.25-AM-300x300.jpeg 300w, https:\/\/finance.gov.ng\/ministry\/wp-content\/uploads\/2026\/03\/WhatsApp-Image-2026-03-04-at-107.25-AM-150x150.jpeg 150w, https:\/\/finance.gov.ng\/ministry\/wp-content\/uploads\/2026\/03\/WhatsApp-Image-2026-03-04-at-107.25-AM-768x768.jpeg 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a>\n\t\t\t<\/div><\/figure>\n\t\t<\/div>\n\n<p>The Honourable Minister of Finance and Coordinating Minister of the Economy, Mr Wale Edun today in his office signed the Presumptive Tax Regulations framework, marking a significant milestone in Nigeria\u2019s tax reform journey.<\/p>\n<p>&nbsp;<\/p>\n<p>The Minister described the framework as\u00a0 simple, clear and fair, with a focus on economic inclusion, noting that, the reforms aim to protect small businesses and broaden the tax base without raising rates.<\/p>\n<p>&nbsp;<\/p>\n<p>He stated that with the signing of these regulations, we are &#8220;transitioning from regular to structured implementation of the tax reforms&#8221; adding that the regulations provide a simple, increased transparent, fairness, clarity, economic inclusion, consistency and prevention of arbitrary taxation and equitable framework for the administration of presumptive tax, particularly within the informal sector.<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cThese Regulations according to him are anchored on\u00a0 Mr. President\u2019s commitment to &#8220;taxing prosperity, not poverty,\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>He highlighted that the Presumptive Tax Regulations introduced a uniform framework for sub-national implementation are designed to:<\/p>\n<p>\uf06eExempt nano and small businesses with annual turnover of \u20a612 million and below from tax, ensuring protection for struggling entrepreneurs;<\/p>\n<p>\uf06eIntroduce a modest 1% tax on turnover for other eligible informal sector businesses;<\/p>\n<p>\uf06eEliminate cash-based tax collection practices by encouraging technology-driven payment systems;<\/p>\n<p>\uf06eProhibit the mounting of roadblocks or any informal means of tax enforcement;<\/p>\n<p>\uf06eFacilitate seamless on-boarding of informal businesses into the formal economy through structured digital platforms.<\/p>\n<p>&nbsp;<\/p>\n<p>The Minister disclosed that Nigeria\u2019s economy recorded growth above 4% in the last quarter of 2025, describing it as positive momentum.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>He emphasized that the government is targeting 7% GDP growth in the immediate term, as part of a broader strategy to achieve President Tinubu\u2019s vision of a $1 trillion economy by 2030.<\/p>\n<p>&nbsp;<\/p>\n<p>He stressed that formalizing the informal sector is central to achieving inclusive and sustainable economic growth. In his words, \u201cWe must grow the Nigerian economy across all sectors , micro, small, medium and large enterprises; domestic and foreign investors; and Nigerians in the diaspora. A fair and predictable tax system is critical to that growth,\u201d he added.<\/p>\n<p>&nbsp;<\/p>\n<p>The Minister\u00a0 acknowledged the role of the Joint Tax Board in ensuring coordinated implementation across federal and sub-national tax authorities, assuring stakeholders that enforcement would be monitored closely to guarantee fairness and consistency nationwide, and also reiterated that the presumptive tax regime framework will protect small businesses and help them to grow thereby\u00a0 improving the efficiency and fairness of the country\u2019s tax system.<\/p>\n<p>&nbsp;<\/p>\n<p>Earlier, the Executive Secretary of the Joint Revenue Board, Mr Olusegun Adesokun said the new rules are meant to put an end to informal coersion and fragmented tax practices, particularly at the sub national level.<\/p>\n<p>&nbsp;<\/p>\n<p>He further explained that the &#8220;guildlines bans all forms of cash collection by tax authorities&#8221;.
