The Minister is the Chief Executive Officer of the ministry and he relates with the bureaucracy through the Permanent Secretary who is the Chief Accounting Officer of the ministry. While the minister may designate tasks to any employee of the ministry directly, they cannot transmit any official document to him without passing through the Permanent Secretary, who validates the propriety and legitimacy of the document and action.
