Create, update, and manage Ministry&#8217;s websites\/portals, servers, and email accounts, ensuring security and relevance &#8211; (Digital Presence Management);<\/p><p>ii. Plan, organize, and oversee ICT infrastructure development including WLAN, LAN etc, ensuring efficient use of resources, scalability, and alignment with Ministry&#8217;s goals &#8211; (ICT Infrastructure Development &amp; Management);<\/p><p>iii. Provide in-house ICT maintenance services, ensuring optimal functionality of Ministry&#8217;s ICT infrastructure and systems &#8211; (ICT Maintenance &amp; Support);<\/p><p>iv. Implement hardware protection and security measures to safeguard ICT environment and infrastructure &#8211; (ICT Security &amp; Protection);<\/p><p>v. Drive digital transformation of government services, enhancing efficiency, transparency, and citizen access &#8211; (E-Governance Initiatives);<\/p><p>vi. Oversee development, deployment, and administration of system software and applications on Ministry networks &#8211; (System Software &amp; Application Management)<\/p><p>vii. Design and implement ICT Capacity Development for staff, enhancing productivity and ICT skills. (ICT Literacy &amp; Proficiency);<\/p><p>viii. Advise on adherence to ICT standards, norms, and regulations, ensuring compliance with ICT National Policy. &#8211; (ICT Standards &amp; Best Practices);<\/p><p>ix. Liaise with NITDA, CPN, and other MDAs, and partner with local and foreign organizations to share knowledge and best practices. &#8211; (Collaboration &amp; Partnerships);<\/p><p>x. Assist in preparing materials for workshops, press briefings, speeches, and conferences, supporting Ministry&#8217;s communication goals. &#8211; (Communications Support)<\/p><p>xi. Participate in bilateral and multilateral ICT collaborations, supporting international relations and partnerships. &#8211; (ICT Representation &amp; Relations)<\/p><p>xii. provide and maintain a Digital Data Centre of analyzed and evidence-based data\/information for the Ministry; and<\/p><p>xiii. It is one of the key departments of the Ministry. It is the Secretariat of the Federation Account Allocation Committee (FAAC) as provided in Section 5 of the Federation Account Act of 1982. It coordinates the activities relating to the supervisory role of the Ministry over Nigeria Customs Service as well as\u00a0Government Parastatals and Agencies in the financial service sector. Also, it deals with matters on trade facilitation and issues of export and import guidelines\/documentation requirements. The Department represents the Ministry on the Boards of Nigeria Customs Service, Nigeria Deposit Insurance Corporation, Securities and Exchange Commission, Nigeria Export-Import Bank, National Insurance Commission, Investments and Securities Tribunal and the Agricultural Credit Guarantee Scheme Fund.<\/span><\/p><p><span style=\"font-weight: 400;\">The Home Finance Department is made up of three (3) Divisions namely; <\/span><\/p><ul><li><span style=\"font-weight: 400;\">Trade Relations Division.<\/span><\/li><li><span style=\"font-weight: 400;\"> Banking and other Financial Institutions Division.<\/span><\/li><li><span style=\"font-weight: 400;\"> and States Finances and Public Investment Division.<\/span><\/li><\/ul><ol><li><b> TRADE RELATIONS DIVISION<\/b><\/li><\/ol><p><span style=\"font-weight: 400;\">Trade Relation Division deals with all the policy issues relating to the Nigerian Exports Supervision Scheme (NESS) and Comprehensive lmport Supervision Scheme (CISS). Evaluation Agents (MEAs) appointed by the FGN under the purview of the Ministry to provide surveillance services on the Nigerian Oil\/Gas and Non-oil exports.<\/span><\/p><p><b>Key Projects\/Initiatives<\/b><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Represents the Ministry on the Technical Committee on NESS and CISS.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Processes the appointment of Pre-shipment Inspection Agents (PIAs) and Monitoring &amp; protection towards enhancing public confidence in the banking system through periodic examination of deposit money banks and primary mortgage institutions in collaboration with the Central Bank of Nigeria.<\/span><\/p><p><b>Securities and Exchange Commission (SEC)<br \/><\/b><span style=\"font-weight: 400;\">\u00a0The Securities and Exchange Commission (SEC) is the apex regulatory authority for the supervision and regulation of the Capital Market with the view to ensuring the protection of investors and the development of the capital market. It also registers and supervises the issuance of securities of public companies, mergers and acquisitions as well as regulates the activity of market operators.<\/span><\/p><p><b>Nigerian Export-Import Bank (NEXIM)<br \/><\/b><span style=\"font-weight: 400;\">The Nigerian Export-Import Bank (NEXIM) was established to undertake the business of export credit guarantee and export credit insurance. It provides export\/import financing and grants loans to the non-oil sector e.g., manufacturing, agriculture, solid minerals and services as well as export credit guarantee in local and foreign currencies and encourages exporters in export business.<\/span><\/p><p><b>National Insurance Commission (NAICOM)<br \/><\/b><span style=\"font-weight: 400;\">NAICOM is the regulatory authority of the Insurance Industry.\u00a0 Its operations are geared towards effective regulation, protection of Insurance policy holders, the establishment of standards for the conduct of Insurance business and good corporate governance.\u00a0 It also facilitates financial inclusion and financial sector development to increase insurance penetration through the development of micro-insurance.<\/span><\/p><p><b>Investment and Securities Tribunal (IST)<br \/><\/b><span style=\"font-weight: 400;\">The IST was established to adjudicate amicable settlement\/resolution of disputes involving stakeholders in the Capital Market and\u00a0ensure quick dispensation of judgments. The Ministry is being represented on the Tribunal to ensure that its adjudication is in line with government policy.<\/span><\/p><p><b>Financial System Strategy (FSS 2020)<br \/><\/b><span style=\"font-weight: 400;\">The FSS 2020 is coordinated by a Steering Committee with its Project Management Office (PMO) domiciled at CBN and jointly chaired by the Honourable Minister of Finance and the CBN Governor. The FSS 2020 is the government\u2019s framework for reforming the Nigerian financial services sector and facilitating its implementation.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">\u00a0<\/span><\/p><ol start=\"3\"><li><b> SFI Division<br \/><\/b>The State Finances and Public Investment Division (SFI) statutory responsibilities are as follows;<\/li><\/ol><ul><li><span style=\"font-weight: 400;\">Administration of Financial relations between the Federal, State and Local Governments.<\/span><\/li><li><span style=\"font-weight: 400;\">Processes State Governments\u2019 requests for irrevocable Standing Payment Order (ISPO).<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Provides the Secretariat for the Federation Account Allocation Committee (FAAC) monthly meetings.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Handles matters relating to public investment.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Coordinates the hosting of the Annual Conference of the National Council of Finance and Economic Development (NACOFED).<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Coordinates the States&#8217; Fiscal Transparency, Accountability and Sustainability Programme.<\/span><\/li><\/ul><p><span style=\"font-weight: 400;\">\u00a0<\/span><\/p><p><b>Agricultural Credit Guarantee Scheme Fund (ACGSF)<br \/><\/b><span style=\"font-weight: 400;\">The Agricultural Credit Guarantee Scheme Fund was established by Decree No. 20 of 19977 to guarantee agricultural credit facilities granted to farmers. The Federal Government and the Central Bank of Nigeria both contribute to the Fund in the ratio of 60% and 40%, respectively. The CBN however doubles as the Managing Agent of the Scheme and the Secretariat of the ACGSF.
