WORLD BANK AND NIGERIA CUSTOMS SERVICE ADVANCE CUSTOMS MODERNISATION

As the implementation support mission progressed, the World Bank delegation met with the leadership and technical teams of the Nigeria Customs Service (NCS) to review progress on customs reforms supported under the ARMOR Programme. The engagement examined implementation of customs-related Disbursement Linked Results, annual work plans, technical assistance activities, and institutional restructuring initiatives. Particular attention was devoted to excise administration and implementation of the Federal Government's 2026 Fiscal Policy Measures, including the operational rollout of the Heavy Vehicle Surcharge, which took effect on 1 July 2026. Discussions also explored opportunities to strengthen customs automation, systems interoperability, and trade facilitation. The meeting reaffirmed the importance of modern customs administration in improving revenue performance while supporting a more competitive business environment.
