FROM PLANNING TO DELIVERY: BUILDING MOMENTUM FOR SUSTAINABLE REFORMS

The July 2026 World Bank Implementation Support Mission represented more than a series of meetings—it demonstrated the collaborative approach that underpins the successful delivery of the ARMOR Programme. Across nine days of intensive technical engagements, the Federal Ministry of Finance, the World Bank, the Nigeria Revenue Service, the Nigeria Customs Service, the Independent Verification Agent, and other stakeholders worked together to review progress, resolve implementation challenges, strengthen verification processes, and chart a clear path for the next phase of programme delivery. By reinforcing institutional coordination, promoting evidence-based decision-making, and maintaining a strong focus on measurable results, the ARMOR Programme continues to support Nigeria's efforts to strengthen domestic resource mobilisation, improve public financial management, and create a more resilient fiscal framework. The Federal Ministry of Finance remains committed to working with all partners to ensure that the programme delivers lasting benefits for the Nigerian economy and its citizens.
